Bad Checks From Bad People

Or: Why we don't seem overly enthusiastic when we're told "The Check Is In The Mail".

Below, is a tiny sample of some of the worst possible offenders. There is a story behind each and, of course, they all have their own excuses, some of which are so creative that I've actually written them down...

Greene/Sumter Enterprise Community, Inc.

The above check (Greene/Sumter Enterprise Community, Inc.) was taken as retainer on a study for a proposed NCE-FM that was to be filed during the October, 2007, NCE filing window. Upon completing the study and forwarding the results to the client (before waiting for the check to clear the bank), the client began quietly accepted the study results - which included enough information to complete an application - and told us nothing until after the check was returned marked as "Payment Stopped". Upon questioning the gentleman - a Donald Means - some babbling resulted that said something about how "the payment was stopped at the request of Michael Couzens", a communications attorney in California.

Personally, I have a bit of trouble in believing that any reputable attorney would advise a client to commit a theft of services for no legitimate reason. (I'm certain that, had Mr. Couzens actually given this advice, he would've surely had another competent engineer to ascertain that the work was substandard or in some other way faulty before advising his client to violate criminal law and commit a theft of services. I have every confidence that he is an ethical enough person to at least perform this most basic of verifications and would never believe otherwise.)

The check is signed by a Felicia Jones (Felicia L. Jones) and an Annie Walker (Annie B. Walker).

Interestingly enough, as I'm writing this bit (January 14, 2008), I see that a valid application WAS FILED on the behalf of "Greene/Sumter Enterprise Community, Inc." during that filing window. Now, I'm not about to begin to suggest that our study information was stolen and used without proper consideration being given but, by the wildest bit of coincidence, the application on file with the FCC specifies the same coordinates, the same antenna height, the same power level, etc. Just TOO much to possibly be a pure coincidence...

The two checks (below) are another story altogether and I shall have to add that information when more time is available. But, here they are so that anyone considering transacting business with these folks will be aware of what they are capable of when it comes to "payment in full"...

Several others to be added including the "Sumter-Greene County Initiative of Alabama"...
